The Preliminary Specification Part CCCXIX(a) (PA Part XL)

I am pleased to announce a revision to the Preliminary Specification. It involves the Partnership Accounting and Accounting Voucher Modules and more specifically our implementation of our Material Balance Report. One of the features of the Partnership Accounting module in combination with our Accounting Voucher is that we have undertaken the objective of automating the production process from field data capture to the financial statements. We were limited in how we were going to achieve this lofty objective outside of detailing the Material Balance Report in our two modules. Our user community will show the way. Today we have a development in this area that I think will provide our user community with the means to implement an effective and innovative solution for producers and industry for the 21st century. It will involve the real time capture and use of the field data, in the many forms that it can take. What we are noting here is defining more of the physical infrastructure and overall vision of how we resolve this difficult area of the industry. And make it a contributing factor to how a producer achieves their most profitable means of oil and gas operations, everywhere and always.

This has now become an area where People, Ideas & Objects overall vision will be able to achieve the significant innovations we’ve set out for ourselves and our user community. The ability to approach this area has been beyond the scope and scale of individual producers IT capability and budget. It will continue to be well beyond the resources of any individual producer. However, our approach of engineering this solution on behalf of the entire industry, to develop, implement and manage, by way of our user community and their associated service provider organizations, makes the possibility not only real, but a definitive task that we must complete successfully. Significant value can be generated in this area of the industry by eliminating highly redundant and excessive costs associated with what are current borderline manual systems in place today.

So what’s changing in the Material Balance Report, the Partnership Accounting and Accounting Voucher Modules and the Preliminary Specification that makes the opportunity all the more real. One word, Starlink. Starlink is in essence Elon Musk’s plan to make all his SpaceX dreams come true. It will be the source of the funds he needs to make reusable rockets, voyages to Mars and so many other ideas of his commercially viable. So what does this have to do with oil and gas? Starlink is a network of 30,000 satellites, almost 500 have already been deployed, that provide an always on and available anywhere Internet service. Situated in low orbit across the globe they will provide Internet availability almost everywhere. The limit is the southern and northern pole regions which cannot be well serviced. The service area extends to the top of the Canadian provinces such as Alberta. Therefore anything that is situated anywhere in Alberta, or the lower 49 states will be able to be serviced by Starlinks satellite Internet service.

General availability of the Internet everywhere and always will be a substantial increase in the viability of the commercial Internet of Things (IoT). Monitoring and controlling the industry's facilities will be enabled in a matter that is far more integrated and comprehensive than what is available today. All oil and gas facilities will be able to be connected, except for those in the Arctic, Northern Territories and Alaska. The physical requirement will be a “pizza box” sized receiver that will communicate with the satellites. What will the role of SCADA in the future of the Internet of Things be? Our user community will be provided with a blank slate in which the vision of these two modules will guide them as to what they are to achieve. The possibility is significant and could resolve many of the issues that are inherent in these processes. Working these out and engineering a solution for the 21st century is the opportunity here and we should look at this in that manner.

People, Ideas & Objects and our user communities solution will need to be engineered from the ground up. I mean that from both perspectives. Sticking with what drives the industry today is inadequate when the costs of the system as conceived here in the Preliminary Specification will reduce much of the producers and industries high monthly incurred costs. Our user community will be able to undertake the design of the systems, develop the software based on the needs of the industry and producers, integrate and implement them with their service provider organizations and support them throughout the various product life cycles involved in the overall solution. This is the future and where the industry needs to go. The current producers are stuck in their self inflicted financial destruction and therefore the need to rebuild the industry is upon us. Our user community will lead us through this difficult time and task. If as a potential user community member you’re interested in this specific area, or in other areas of the Preliminary Specification, and you’re not working on your application to the community, I think the state of the industry should inform your sense of urgency.

Our Solution Part XX

We have quickly gone through some of the highlights of the Preliminary Specification in this series called “Our Solution.” All of these blog posts can be aggregated by using the blog label PS-Solution. There are many other attributes of the Preliminary Specification. This list may best represent the attributes that I find are the most valuable to the oil and gas industry. The purpose in preparing this summary is to provide you with a better understanding of the Preliminary Specification and to encourage you to read the entire specification. I know it is rather long and people don't generally have an interest in the areas outside of their domain of knowledge. It is however somewhat necessary to get an understanding of the total specification to help you better understand how your domain fits within the bigger picture. At 175,000 words in the Preliminary Specification I know I am asking a lot however it will provide for a better user in the long run.

It may seem that we are several million light years away from becoming the manner in which the oil and gas industry operates. Now with annual report and annual general meeting season over. The ability to hold the bureaucrats accountable for their actions has once again ceased to be possible. Their window of opportunity to enjoy the cabin and count the value of their pensions provides a never ending level of satisfaction. This however does nothing for the profitability of the industry or deal with any of the issues that are certainly pressing. It is a “business as usual” situation in the oil and gas industry today. The looming financial disaster that the bureaucrats have engineered is well within sight of everyone in the industry. And their exit strategy from the industry at that time is well planned.

Therefore from our point of view this should be good news. However, I can't think of a more disastrous situation. The last time the bureaucracy cut and run, it was the government that had to step in to mitigate the situation. I personally think there is enough government involvement in business today, we don’t need more. When the bureaucracy does cut and run the capacities and capabilities of the industry will take a decided step downwards. This is not what we should have to experience. The bureaucracy should responsibly deal with their exit by putting their replacement in place and manage the industry until such time as they are not needed. Then again who said we live in a perfect world.

It is our responsibility therefore to be prepared to take over from the bureaucracy when they do decide to leave. We are working on having our budget provided to us in the January 2017 time frame. Until that time we are working on our key priority of developing the user community. It is the user communities development that is the difficult and time consuming element of our solution. It is also something that we can do without the benefit of our budget in place. I have therefore made it our priority in terms of our activities for the next number of years.

In terms of priority of your time and energy during this time. As a prospective user community participant. The understanding of the Preliminary Specification in its entirety, helps significantly in terms of understanding why some things need to be the way they are. Your understanding of how the user community fits within the industry, its role and significance. Particularly the power they hold in terms of change and enabling the dynamic, innovative and profitable oil and gas producer. Also the user communities participant in terms of their role in the service providers that will be developed to provide the administrative and accounting services to the oil and gas producers. It is this model that is fundamentally different than what exists today. We will be changing the makeup of the industry and it is the user community that is at the heart of the industry. These are significant business opportunities for those that can see their way into the manner in which the industry will operate. Both as a user community participant and as a service provider. It is that these two roles are filled by the key individual who is the user community participant and the principle behind the service provider.

Our Solution Part XIX

One of the more controversial elements of the Preliminary Specification is the Marketplace Interface. It is here that we are introducing and developing a new interface in which the users in oil and gas will interact, transact, collaborate, agree, and associate themselves with other users, companies, producers, leaseholders, service providers, service industry representatives, banks and governments. The Marketplace Interface is a single interface that is accessible through the Petroleum Lease, Resource and Financial Marketplace modules. The Marketplace Interface will enable you to extend your domain of influence beyond the physical presence that is a current constraint to your working environment. It is an enhancement to the current means of communication through telephones, email, tweets, meetings etc. Avatars of individuals within the Marketplace Interface will enable these interactions in real time from any distance and provide the full power of an ERP system to support the transactions, interactions and collaborations that could occur.

Pretty silly, I know. Until you realize that you can’t get everyone to the meeting until next Wednesday at 3:00. And to do so will cause you to disrupt yours and others schedules significantly. If only there was a way to get everyone together right now so that we can decide on this critical point… Certainly telephones are not going to provide the documentary value and group participation of a meeting. The Marketplace Interface, operating within the three marketplace modules of the Preliminary Specification, combines elements of both meetings and telephones. The ability to have them quickly, documented and with the full participation of the necessary individuals will be the capabilities brought about by this new interface.

Everyone is tired of the extensive number of meetings that they need to attend daily or weekly. If only they could attend some of them virtually, which is what they would be able to do with the Marketplace Interface. Cutting down on the time in meetings, which would allow for, wait for it, more meetings! Which is going to be one of the consequences of implementing the Preliminary Specification in the dynamic, innovative and profitable oil and gas producers. With high levels of automation in the transaction areas being conducted by the service providers. Their use of specialization, the division of labor and automation as their key competitive advantage we have stated here many times before that the types of work that people will be doing is going to change. We will be conducting different tasks that include leadership, issue resolution, creative, collaboration, research, ideas, design, planning, thinking, and generally making the computers work for us. Or in other words, many more meetings.

If we believe that our work will continue to remain the same in terms of how we interact with people then I think we are going to need a lot more people. Either that or new methods of communication are going to be needed. The endless meetings will need to end. Maybe some of the attendees can instead review a video replay of the Marketplace Interface recording at twice the speed. Other methods of communication are going to be needed to be introduced into the way that we work if we are going to do the work of the humans and leave the work that is better suited to the computers, to the computers. Our volumes of work will increase. The types of work will change. And the importance of that work will also increase.

An ERP system that doesn’t introduce a new means in which to deal with these issues and opportunities is not doing its job. It is providing for yesterday’s ERP system needs. Our work is changing and the types of interfaces that we will use also needs to be changing. The Marketplace Interface is one of the opportunities that we will be using in the Preliminary Specification. It is based on the Open Wonderland framework developed by the former Sun Microsystems. Our Solution Part XVIII

In addition to a number of Joint Operating Committees. The dynamic, innovative and profitable oil and gas producer will operate in a number of marketplaces within the oil and gas industry. The Preliminary Specification has three marketplace modules, the Petroleum Lease, Resource and Financial Marketplace modules. It is within these modules that the Preliminary Specification virtually replicates those markets.

Without a P&NG Lease, or a concession there is no title or ownership to the oil and gas that is produced. It is the marketplace of P&NG Leases that the North American oil and gas producer seeks to earn their profits by applying their earth science and engineering capabilities as competitive advantages. P&NG Leases can be bought and sold, traded, swapped, developed into a Joint Venture, pooled as some of the many possibilities within the North American marketplace. The constraints on a producer's creativity, of how they approach the business, is limited by the laws of Canada and the United States, and their earth science and engineering capabilities. The Petroleum Lease Marketplace will reflect the available opportunities that exist in the oil and gas market space. And also provide the means in which to manage those assets consistent with effective and efficient business practices.

To facilitate that creativity and business need the Preliminary Specifications Petroleum Lease Marketplace will need to accurately emulate that physical market space and all of its characteristics. So that the dynamic, innovative and profitable oil and gas producer can address the entire oil and gas market space and seek out their role within the industry. If it is to post some land, or bid. Buy some established production or pool an interest in a promising area. They will have the interfaces within the module to provide for the ability to participate in those markets.

The second marketplace module seeks to replicate what we have called the Resource Marketplace. This consists of the marketplace of human resources, service providers, service industry representatives and producers. The products and services that are made available to the dynamic, innovative and profitable oil and gas producer. Within this module producers will be able to find the interfaces to enable the engagement of the resources to conduct any and all activities within the industry. It is through this module that the producer will interact with the service providers. Which in turn enables the decentralized production model to be implemented as the business model for the industry. And therefore it is here that the flexibility in the producer's production deliverability is enabled. Automation of the processes between producers and others is an underlying assumption regarding the transactions that occur in the module.

Lastly there is the Financial Marketplace module. With the level of activity increasing in the dynamic, innovative and profitable oil and gas producer. The need to have its financial capabilities increase their velocity and throughput are necessary. As well, the alignment of the financial framework of the Joint Operating Committee to the compliance and governance framework is achieved in the Financial Marketplace module. Opening up the producer to new avenues of financing and greater capabilities in terms of their overall financial performance.

I'm really struggling to articulate the abstract definition of what these marketplace modules mean within the Preliminary Specification. These hold a special role in the software and will provide new ways in which the producers participate in these market spaces. As I stated in the beginning of this post; the dynamic, innovative and profitable oil and gas producer has an interest in many Joint Operating Committees and these three marketplaces.

Our Solution Part XVII

The conflicted bureaucracy that are operating in the oil and gas industry have a fundamental belief in a theory known as spontaneous order. It is an economic principle that essentially states that markets will create the solution when it is required. Spontaneous order has worked in the economy on many occasions and could be argued that it is the competitive response to a company's offering. I think things have changed. Information Technology in organizations is the metaphorical cement that locks the elements of the organization in a permanent, unchangeable situation. The capacity and capability to change the organization is dependent on the capacity and capability to change the software first and foremost. Without the ability to change the software, none of the elements of the organization are going to change. Spontaneous order is therefore rendered inert in the digital economy.

Which is fine as far as the bureaucrats are concerned. Leaving the status quo organization in place is therefore simple. Don't change any of the software and the bureaucrats can retire fat and happy. This may also be one of the key reasons that there is little growth in the advanced economies. Everyone is dissatisfied with the level of economic growth these days, however, have they asked what a bureaucrat really thinks of this.

The alternative to spontaneous order is the hideous sounding central planning. Which is what had been done in the former communist countries with little success. Even the Chinese successfully abandoned this method of organization. There has to be a middle ground and I think that the Preliminary Specification, our user community and service providers offer that middle ground. First by providing the dynamic, innovative and profitable oil and gas producers with a software development capability. Secondly by establishing the user community vision to enable the needs of the producers, the industry in general, the service industry and all the users with the means in which to change the Preliminary Specification.

An analogy to our current situation in oil and gas would follow along the lines of this. If we had a donut shop that made its own donuts. Where the manager continued to purchase new equipment that was faster and more productive. And he kept all of his machines producing all of the time. The parking lot would be full of stale donuts and there would be no customers. This for all intents and purposes is the oil and gas industry today. No one can impress upon the donut shop manager, or in the oil and gas industries case our friends the bureaucracy, that they are wrong and need to change their ways. It is because the donut shop manager has a vested ownership interest in the donut machine manufacturer, or in the bureaucracies case, their cabin and personal fortune.

Review of the user community vision shows the user community is endowed with the power and capabilities to solve issues and enable opportunities for the dynamic, innovative and profitable oil and gas producer. As a replacement to the current conflicted bureaucracy. In the current industry no one can point to anyone who has the power to deal with the overproduction issue. In our user community the users will be able to see the opportunity, organize the resources to make the changes to the software and the service providers and enable the value to be earned by the oil and gas producers.

Everyone can see the issues in the oil and gas industry. Yet no one can currently do anything about them. The only solution being offered is the Preliminary Specification, our user community and the service providers. At some point the realization that the only solution being offered is probably the right one will be accepted. Particularly when the value proposition of that solution is valued in the tens of trillions of dollars.

Our Solution Part XVI

“Plurality should not be assumed without necessity.” Occam's Razor which simply states that the simple solution is the right one. Those reading the Preliminary Specification may find the 175,000 words anything but a simple solution. However those with a sizable amount of oil and gas experience know that using the Joint Operating Committee in the manner that we are provides a very simple and elegant solution. It is the way that the industry is structured. Around partnerships that mitigate risk and enable the pooling of assets. The Joint Operating Committee is the organization that the industry operates under. Yet none of the ERP systems that exist today recognize this. They define what we call the corporate model. How does the corporation manage their compliance and governance requirements. SAP doesn't even know that partners exist! They work around this “anomaly” in their software. What is needed is an industry specific development of the software to meet the unique needs of the oil and gas producer, the Joint Operating Committee and the industry.

The need to have the software developed for these needs is only the beginning. The changes that occur within the business. The developments of concepts that will occur in a dynamic, innovative and profitable oil and gas producer need to be accommodated as well. That is why the People, Ideas & Objects software development capability is a permanent addition to the toolkit of the industry. Included within that toolkit is a user community and a number of service providers that not only define the software, but also run the industry administrative and accounting operations. It is under this basis that we are able to bring the Joint Operating Committee, the natural form of organization to the industry, and our business models to the producer. These businesses enable the dynamic, innovative and profitable producer to reap the benefits of our significant multi-trillion dollar value proposition. One that provides the producer with price maker strategies. That define the full cost of the exploration and production process in determining what those prices should be.

The next 25 years is going to be different for the industry. Investors may not be around to continue to “build” the industry. As a mature industry they may expect that they finally begin to see a return on their investment. The chronic overproduction and bloated balance sheets that the bureaucracy are providing today don’t impress anyone in the investment community. Debt or equity investors. They can see the performance of the industry over the past fifteen years and know they would have been better off investing in just the commodity. The bureaucracy provides no value increase beyond the increase in the commodity prices. And I would argue that they have destroyed significant capital in the past fifteen years. A business model that provides no upside over the commodity price increase is not a business. Its a failure that is complete in every sense of the word.

And there is nothing being discussed from the bureaucrats in regards to the size and scope of the problems that they are dealing with. Absolutely nothing. The only issue they are concerned with is getting through the annual report and annual general meeting season so that they can resume their personal plans of planning their retirement. They know they sit on top of a failed state and will do nothing to fix it. Their plan is to escape when the troubles become too obvious and too difficult to hide. Leaving the industry in even worse condition than what they are currently managing it to be in. This is not their concern because no one will be able to state specifically that it is their fault. They were just bureaucrats.

Some might ask if shale reservoirs are financially viable? Not in the current business model, managed by the bureaucrats. And bureaucracies don’t change. We offer a business model and form of management that deals with the nuances of shale and makes it viable. Shale is a necessity. With 55% of the natural gas production now coming from shale. And a large percentage of oil coming from shale. There is no turning back now. That however doesn't mean that we have to produce shale at a loss.

The number of times that I have been told that what we are doing can't be done is probably historic at this point. Our current “impossible-to-do” is harnessing enough disgruntled oil and gas investors to start with the funding of our budget. It might work, or we might figure out a better way to raise our budget. One way or the other we'll get our budget funded. What I do know is there is a problem that exists in the industry and I think the Preliminary Specification and decentralized production model is the solution.

Our Solution Part XV

Yesterday we stated that there had to be more consideration given towards the service industry in terms of the work that is done for the oil and gas producers. During the good times the bureaucrats are frequently expressing their dissatisfaction about the costs and availability of the service industry resources. During the downturn in the industry these same bureaucrats think of none of the consequences of slashing their budgets and ceasing all field operations. The flow of people into and out of the fields can cause severe traffic jams in the most remote areas. Bureaucrats need to begin to think a little more clearly at the real cost of turning the taps on and off in this manner. Calling out the service industry as leeches on their revenue streams doesn’t help to endear the service industry to the key role they provide.

After all if not for Packers Plus and coil tubing, to name a few, there would be no innovation in the oil and gas industry. Many of the bureaucrats are claiming that they are innovating at a tremendous rate at this point in time. The fact of the matter is that they are only conducting operations at lower day rates than they were when the rigs were fully contracted. The real innovations came years ago by these service industry providers who begged and pleaded for the bureaucrats to try their ideas, for free, to get an understanding of what could be done with coiled tubing, or what Packers Plus was providing. The ideas that started in the field were ignored and laughed at by the bureaucrats for many years, possibly a decade, before they were finally accepted by that rarified being, the oil and gas bureaucrat. You can also be certain that most of these people were funding their ideas themselves and found that most of their ideas eventually ended up in their competitor's shop as a result of a “technology transfer” that was hosted by these oil and gas industry bureaucats.

So why would someone fight these bureaucrats for decades to have their technology eventually adopted in the industry. Only to have their technology copied by their customer when it is accepted. And to generally be treated like a virus for the rest of the time? I can only speak for myself, and that is, we have a job to do. Without oil and gas, as a society, we are in a real mess. So we do the job that we are able to do, irrespective of the bureaucrats. The fact of the matter is it’s a very hostile environment. On the service industry side it's become work to rule. Collect your check and that’s it. I don't see anything positive being developed out of the service industry in the next decade. And the same would go for the bureaucrats. This is not how the industry should operate, particularly at a critical time such as now.

What is needed is the Resource Marketplace module of the Preliminary Specification. Within this and the Research & Capabilities module are a variety of interfaces in which the oil and gas producers and service industry representative can collaborate on future needs and desires of the producers. Respect for the Intellectual Property that is generated from the ideas that are raised is also provided in the module. No more will the bureaucrats be able to wash the ideas and innovations of individuals and service providers in the great ether of industry based knowledge. There has to be respect for the ideas that are developed in order for people to want to invest in them. If they continually see their customer poaching their ideas and handing them to their competitors. We will continue to see a hostile and unproductive relationship. Now we all know this is done in the field and in head offices of the oil and gas producers. And it has to stop. The victims of this “theft” is the producers themselves in that they are denied the prosperous and abundant marketplace of service industry innovations.

Review of the Resource Marketplace module of the Preliminary Specification provides the means in which to develop this prosperous and abundant marketplace. It is also where I place the blame for the breakdown in this relationship solely on the bureaucrats. Its what they do, blame others and cut costs in the short term. And as I said it has to stop if we are going to solve the problems that we will have to in the next 25 years in dealing with society's demands for energy.

Our Solution Part XIV

With the Research & Capabilities module developing the capabilities for later deployment within the various Joint Operating Committees that the producer has an interest in. We need a module, the Knowledge & Learning module, that is used within the Joint Operating Committee that has a view of those capabilities and will enable the deployment of them. The significant point of the Knowledge & Learning module is that it will have a view of each of the producer participants capabilities within that Joint Operating Committee. Therefore enabling the selection of the best capabilities for the needs of the Joint Operating Committee. This is done with the understanding that each producer will be focused on developing their own specific earth science and engineering capabilities on a specialization and division of labor basis.

There are limited numbers of earth science and engineering resources available at any time in the industry. With the demands of more science and engineering effort per barrel of oil, these demands will not subside anytime soon. It is therefore necessary to resolve this mid to long term shortfall with the tools of specialization and the division of labor. That way more throughput can be achieved from the same resource. There are also demands for these resources from the way in which the producers are structured. Each producer firm is attempting to build the capabilities necessary to fulfill their commitments at any and all times. This requires them to cover off the entire scope and scale of earth science and engineering needs within the organization. With any further specialization and division of labor within the sciences and engineering professions themselves. The scope and scale of the demands on the producer to obtain and maintain their capabilities in the manner that they do today may exceed what is commercially obtainable. The size of their teams will exceed their budget capabilities. Therefore specialization within the producer firm itself is not an option.

However specialization and the division of labor when applied across the industry is able to solve this issue. What the issue is is that each producer has unused surplus capabilities resident within their organizations. These are used for just in time instances where a specific properties demands for resources may peak. Taken across the industry these unused surplus capabilities incur substantial unused and unusable resources. Therefore in addition to specialization and the division of labor being applied within the professions. It is also necessary to apply these principles to the producer firms themselves. Where one producer will specialize in one area and another producer covers off another area. Where the needs of the property can be obtained through a pooling of the capabilities from the members of the Joint Operating Committee. And if there are further shortfalls, other producers who have those capabilities can be hired to fill out those requirements.

This pooling requires that each producer is able to charge their resources to the various joint accounts. And that the producer firm has two distinct sources of revenues. Oil and gas revenues, and revenues from the development and deployment of their capabilities. It will be in this way that the industry can meet the shortfall in these critical professional resources. Specialization and the division of labor are the only proven methods to resolving resource shortfalls. Hoarding these resources within each of the producer firm only leads to further shortfalls on an industry wide basis. As the retirements of the brain trust occurs in these professions. An answer to the way in which the industry will deal with them has to be answered by the ERP system that the industry selects. By designating operatorship to one firm producers have been reliant on other producers capabilities from the beginning of the industry. Few companies will have the budget to fund the scope and scale of an operation that will support the full science and engineering capabilities that will be demanded in the future. Our Solution Part XIII

For today’s post I went into the Research & Capabilities module to a get a quick refresher of some of the elements within that module. I have to say that I could not select which module is my favorite. Maybe my favorite will always be the last one I read. Anyways, the value that this module provides the dynamic, innovative and profitable oil and gas producer is not as quantifiable as the other areas. It will however have a significant impact on the performance of the oil and gas producer. The elements that I want to point out are the key issue that it resolves in the oil and gas industry. And the detail regarding the two major processes of innovation.

There are two material processes that the Research & Capabilities module controls. The first is to divide the labor between research and development and the execution of those resulting capabilities. This process is separated into the Research & Capabilities and Knowledge & Learning modules. The other material process is to move the knowledge to the area where the decision rights are held, the Joint Operating Committee. Professor Richard Langlois notes in the following.

The question then becomes: why are capabilities sometimes organized within firms, sometimes decentralized in markets, and sometimes coordinated by a myriad contractual and ownership arrangements like joint ventures, franchisees, and networks? Explicitly echoing Hayek, Jensen and Meckling (1992, p.251) who point out that economic organization must solve two different kinds of problems: "the rights assignment problem (determining who should exercise a decision right) and the control or agency problem (how to ensure that self-interested decision agents exercise their rights in a way that contributes to the organizational objective)." There are basically two ways to ensure such a "collocation" of knowledge and decision making: "One is by moving the knowledge to those with the decision rights; the other is by moving the decision rights to those with the knowledge." (Jensen and Meckling 1992 p. 253). p. 9

The Research & Capabilities enables the movement of knowledge to where the decision rights are held. The Joint Operating Committee is the operational decision making framework of the industry. There is a major conflict occurring in the industry when the Joint Operating Committee's decision rights are attempted to be moved to the producer firm by the bureaucracy. This conflict, or rights assignment issue, is unresolved in the current industry structure. By the Preliminary Specifications aligning the compliance and governance frameworks of the hierarchy with the Joint Operating Committees legal, financial, operational decision making, cultural, communication, strategic and innovation frameworks. We resolve the many conflicts and problems, such as the rights assignment issue, that exist within the industry.

We also define what a “capability” is in the Research & Capabilities module. Professor Carliss Baldwin of Harvard University states that “knowledge begets capability and capability begets action.” Professor Richard Langlois defines it as the “knowledge, experience and skills of the organization.” To which we have added “knowledge, experience, skills and ideas.” It is the capture of the firm's capabilities that is achieved in the Research & Capabilities module. However, only the explicit knowledge, the tacit knowledge of the firm is deployed through the Job Order system that we will be developing.

The producer firm through its interactions with the service industry develops new and innovative capabilities that are captured and documented in the “Dynamic Capabilities Interface” of the Research & Capabilities module. The interactions with the service industry are through a variety of interfaces in both the Research & Capabilities and Resource Marketplace modules. Using the football analogy the Research & Capabilities module is the practice field where the team is developing new and innovative plays to be worked on and perfected before game day. Game day is when the capabilities are published in the “Dynamic Capabilities Interface” which enables them to be deployed in all of the Joint Operating Committees that the producer has an interest in. This process enables the producer firm to eliminate the unnecessary “trial and error” learning from being repeated in each and every Joint Operating Committee. The learning can be done once, and limit the cost of the innovation by reducing the unnecessary repeated experimentation. As I stated this is the primary process of innovation.

If there was a secondary or optional process of innovation in the Research & Capabilities module it would be based on the following. This is from Professor Richard Langlois’ paper “Innovation Process and Industrial Districts.”

Innovation is based on the generation, diffusion, and use of new knowledge. p. 1

Opportunities do occur at times and in places that are not planned for. Innovation is something that frequently falls within this description.

While it is possible to conceive of a firm that is so hermetic in its use of knowledge that all stages of innovation, including the combination of old and new knowledge, rely exclusively on internal sources, in practice most innovations involving products or processes of even modest complexity entail combining knowledge that derives, directly or indirectly, from several sources. Knowledge generation, therefore, must be accompanied by effective mechanisms for knowledge diffusion and for "indigenizing" knowledge originally developed in other contexts and for other purposes so that it meets a new need. p. 1

These are the highlights of the Research & Capabilities module. There are many other aspects of the module that are of interest and more specifically the modules makeup in terms of its software configuration. With a revised organizational structure where the C class executives, earth science and engineering resources, some land and legal, and support staff are the stripped down, lean producer firm. They will be able to focus on their key competitive advantages of their earth science and engineering capabilities, and their land and asset base.

Our Solution Part XII

I have a few ideas lurking in the background that need to be discussed. These ideas don't warrant an entire blog post of their own and seem to be orphaned from the conversation to this point. I thought therefore that I would dedicate a paragraph to each one and ensure they didn't fall through the cracks.

The first is the discussion of the service providers and how they will support themselves. One look at our budget and it is noticeable that the user community is fully supported within our budget, however, People, Ideas & Objects provide no funding to the service providers. Each of the service providers generate their revenue from the services that they provide to their clients, the oil and gas producers. They are replacing the administrative and accounting resources that are present in the North American oil and gas industry. These resources currently cost a large percentage of the $40 to 60 billion in annual G&A costs of the producers. It will be a reallocation of these G&A costs to the service provider firms as their source of revenue. The user community participant will have a financial interest in these service provider firms. They are the key individual we are looking too to establish these firms. They will also be generating revenues from their work with People, Ideas & Objects software developers. Therefore having two distinct sources of revenue.

It may have been confusing in terms of discussing the investments made in oil and gas. And my assertion of how the investors have not been able to make any money in the business. This has been my point in the discussion regarding bloated balance sheets and the fact that none of the capital costs are considered in the calculations of the prices of oil or gas. I have asserted that the investor is being short changed in terms of their investment by the bureaucrats in this scenario. However, as many are able to point out, many individuals, as investors, have been able to earn large returns on their investments in oil and gas. And that is most certainly the case. What we need to do is to separate the investor who is building the business and is making the long terms investments necessary for that purpose. And those investors who are trading in equities on the stock exchanges. What I am focused on is the investors who are investing in the business of the oil and gas business not the traders of stocks. The best analogy would be to state that used car salesman can always make a living, that doesn't make GM profitable.

There are 5,000 man hours in terms of mechanical leverage in every barrel of oil. The 130 million or so barrels of oil and natural gas that we use each day therefore provides us with approximately 382 million man years of physical work per day. That’s 140 billion man years of work that we benefit from each year. Twenty times the world's population. What would we do without the oil and gas industry? Do the bureaucrats, and their zeal for the biggest cottage, understand the responsibility they have to ensure society continues to have these resources available to them at all times? Are we dependent on oil and natural gas? Yes, and Tesla batteries will not do a thing about this. They need oil and gas to fill them just as everything else does. We might like to think of oil as “icky” and “dirty.” However there is really nothing that we can do about this situation. The oil and gas industry has constructively approached the environmental situation at every turn. What we need to consider is the possibility that we are focusing on the wrong issues of alternative energy initiatives and not on the most important issue to us. Maintaining our capabilities to keep the 140 billion man years of effort going forward. There are no alternatives to our use of that much energy. So if that energy costs $100.00 or $300.00 per barrel. People will know that it truly is the deal of the century. We have a job to do, lets do it profitably.

Our Solution Part XI

People, Ideas & Objects argument that bloated balance sheets don’t provide any value to anyone may miss the essential point for their existence. Large balance sheets can more easily support inordinately large amounts of debt. That is, the large debt will look less out of place if there are assets, and plenty of them, to offset them. The primary benefactor of the large debt balances would of course be our good friends the bureaucrats. Not being able to generate real profits, the money that fuels their machine has to come from somewhere, and that somewhere is either the debt or equity markets. Since 2008 the equity markets have not been friendly to the oil and gas producers. That is to say it wasn’t fueling the party the way it used to. The movement to debt instruments was the logical choice, and hey, look at those interest rates.

The lessons that were being dished out in 2008 were related to the volumes of debt that were being created. Too many people were buying too many houses they could not afford. Mechanisms in which to finance the probable defaults became innovative and this party carried on for a decade or two to long. The solution of course was to drop interest rates to zero and ease the burden on those who were indebted. This would buy them the time they needed in order to repair their financial position and then the economy would continue on. Well its been six years and the problem is that no one is repairing their financial positions. For example the Chinese who entered the great recession in pretty good shape have quadrupled the amount of debt that the governments, industries and people now owe. Just in six years. Oil and gas producers have to have a strong source of capital in order to fund a capital intensive industry. But when they run it with the commodity prices so far underwater, then they really need money. So debt is what has fueled the party for the past six years. But remember its at low interest rates!

And here we are today. The bureaucrats cabin is in fine shape. Able to handle the retirement years of the average bureaucrat in the style of a king. The only real concern to their retirement plans is what will it cost to fuel the boat? If you believe that the bureaucrats are going to be sticking it out through the disaster that they've created then you have a higher opinion of them than I. If they could have fixed these problems in the past, don't you think that they would have? The fact of the matter is that change is not their forte and they are being forced to perform now, or will be soon. And that’s hard. Don't assume that the situation that exists today will last much longer and for them to be able to deal with the outcome. Here is a comment from the Wall Street Journal regarding the Fed and the ability to deal with the poor performing economy.

It’s heresy to say so, but maybe after six years of zero-interest rates, and long after the financial crisis ended, the Fed should wonder if its policies haven’t become an impediment to faster growth. Maybe letting markets begin to set interest rates again would lead to a better allocation of capital and less economic uncertainty. At the very least the Fed should start analyzing why its forecasts have been so wrong for so long.

If interest rates do rise. Something that is a given because they certainly can’t go down. Those with bloated balance sheets, whose purpose is to hide the high levels of debt. Who have not been honest with the total costs of what it takes to produce. Have been overproducing for many years. With that overproduction being undertaken to cover the cost of the overhead of the huge bureaucracy. It should be clear to most that this is the brick wall that is a few feet away from the bumper of the speeding vehicle. We should have made the changes in our velocity a while ago, but their was also the cottage that needed many, many things.

2008 was a wakeup call for everyone regarding the debts that they were carrying. Time was provided through quantitative easing and other antics to deal with our debts, not to incur more. How much longer will low interest rates go on for is the question. Its kind of like during that game of musical chairs that we played when we were younger, anticipating when the music would stop. Has anyone told the investors and bankers that there are no chairs? If anyone expects the bureaucrats to come with a plan, a vision or an excuse, don't wait too long. It doesn't matter what the bureaucrats do. These forces are well in play and will have them removed from, or see them leave, the scenery. What we need to do is to continue to focus on the development of our user community, and then to rebuild the industry around the Preliminary Specification.

Our Solution Part X

People, Ideas & Objects service providers are the sub-industry that we are developing in our ecosystem that will provide for the oil and gas producers administrative and accounting functions. These will be in replacement to the internal capabilities that the producer has currently developed. Making the change from a reliance on these internal capabilities to a reliance on an industry wide administrative and accounting capability. As we have mentioned this is a key element in our ability to provide the value proposition that we are able to provide the industry. And it should be noted here that the scope and scale of the processes that are managed by the service providers would include those that fall under accounting, land, production and exploration administration domains. Some have argued that this would never work. That the broad scope and scale across the industry would be too difficult to undertake. I would point to our value proposition is well within the trillions of dollars and that the service providers have as their competitive advantages several tools that are not otherwise available to the current producers.

Take for instance the principle of specialization. Most producers do not have the scale in terms of their processes management that can use this principle in their organization. What may be required is a production accountant for the new property and the work required by that property would total 1200 man hours per year. You would naturally assign that work to one individual and there would be no means in which you would be able to apply specialization to any of those processes involved in the position. Whereas with the service providers, we can take each element of a producers accounting and administration and strip it down to the basic elements and design them to be managed by one specific service provider. That service provider will then staff that process in the manner that provides the most effective and efficient means of processing the industries transactions and data. The service provider isn't manually processing these transactions and data, they are applying the most advanced management sciences to reduce the costs and increase the quality of the information that they provide. Specialization and the division of labor are the two principles that are responsible for all of the economic growth that we have experienced in the past 250 years. Constraining ourselves by using just the capabilities of the producer provides us with no capacity to improve the performance of the administrative and accounting capabilities. By establishing the service providers we are able to apply the principles of specialization and the division of labor to the administrative and accounting processes. And in so doing, increase the throughput of the industry.

Currently computers are used within the oil and gas producer to assist in the management of the processes that they are responsible for. Up to this point in time they have been of great assistance in helping people to do their work. However, they have never really been able to have an impact on the productivity of the people that are employed in the industry. In many ways the people who are working in the industry are doing the same things that were done in the industry in the 1960’s and 1970’s. To make any changes requires a wholesale investment of time and money, like what People, Ideas & Objects budget requirements dictate, in order to achieve the differences that are required. These investments in software development and process definition have been too expensive for one producer firm to undertake on their own. There has also never been an initiative that undertakes to raise the funds and organize these developments across the industry until People, Ideas & Objects has. The service provider who works to enhance the process they manage with specialization and the division of labor. Who also has the software development capabilities, and user community of People, Ideas & Objects permanently available to them. Has a new and robust environment in which to conduct the constant development of their processes.

It is harder for me to see how the industry continues on in the fashion that it is. The ability to develop software for each producer's individual administrative and accounting capabilities has quite obviously failed. As there is no one who is successful in the business. There are limited scope and scale applications available to the producer firms, however none that provide an overall vision or value proposition such as People, Ideas & objects. What is expected from the existing software developers is that producers will cobble together the works of several independent software developers in order to cover off a reasonable amount of the scope of the producer. So that it is impossible for People, Ideas & Objects, given our budget and value proposition, to put together the process management of the industry with the help of our user community and our service providers. However, it is expected that each producer does this within their own shop with their limited budgets, out of applications that have no shared vision or value proposition. It sounds to me that the arguments that are against People, Ideas & Objects, our user community and service providers are coming from bureaucrats who are defending their own turf! Not some reasoned explanation as to why our solution won't work.

Our Solution Part IX

To provide the software for the next generation of ERP systems. There is one aspect that can not be overlooked. The method in which they are developed. It is with that understanding, with the scope of what we are undertaking in People, Ideas & Objects Preliminary Specification. And my personal belief that systems that are developed with close user involvement are far superior to those that are not. That we are user community based software development. Our primary focus is the development of our user community. Spreading our message throughout the industry and connecting with like minds who know that there is a better way in which to operate the oil and gas industry. It is the user community that we are developing who will have the power and capabilities within the new environment to affect the changes in the oil and gas industry. It will be the user community that will remove and replace the bureaucracy and put them in their retirement homes.

The mechanism that the users have to make this change is detailed in the user community vision. The mechanism itself is the Intellectual Property that is contained within the Preliminary Specification and any of its derivative works. When change needs to occur within the industry it will be the user community that has the capabilities to make the changes to the Intellectual Property. The People, Ideas & Objects software developers will only look to the user community for their development direction and details. They take orders and directions from none other than the user community. If a producer wants to see a change in the way that the system operates within their firm, it is the user community that they will need to discuss this with. No one else has the power or capabilities to make any changes to the Intellectual Property or to the software code itself. Only the user community.

It is the user community participant that is also the principle in the sub-industry of service providers that is being created. The service providers are the replacement organizations to the producers current administrative and accounting resources. In the environment where the Preliminary Specification exists, the prototypical producer is reduced to the C class executives, the earth science and engineering resources, land, legal and some support staff to enable their focus on their key competitive advantages of their earth science and engineering capabilities, and land and asset base. The service providers will focus on a specific process and have the entire industry as their client base. Therefore focusing on their competitive advantages which include the principles of specialization, the division of labor, automation and many others. It will be through this window of their service provider operation that the user community participant will see the actions and interactions of the producer firms. It is the service provider who is the ultimate user of the software that they have developed in the user community. And they will be able to bring new value and efficiencies to the dynamic, innovative and profitable oil and gas producers.

It is this ecosystem of our software developers, the user community participants and the service providers that will provide the means in which the oil and gas industry has their administrative and accounting needs handled. This will be an industry wide administrative and accounting based capability. Freeing up the individual producers from having to develop the administrative and accounting capabilities themselves. Consider that today, each producer has to develop their administrative and accounting capabilities in order to function in the industry. Each producer replicating the same administrative and accounting capabilities as each of the other producers. Yet none are able to share these capabilities in the current environment. This inability to share these capabilities is a major impediment to the profitability of all producer firm’s today. It will become an even more difficult impediment in the future as the government regulations and requirements continue to expand.

It is this industry configuration that provides the producer with the flexibility in terms of their production deliverability. If a property isn't profitable at the current commodity price the producer can shut it in. And in so doing they will reduce their operating costs, royalties and the overhead costs of their operations. That is because none of the service providers will receive any of the input variables from a shut-in property. Therefore they will have no work to conduct on that property and hence no billing will be generated to that producer for that property. Enabling the producer to realize a null operation, which will increase their firm's overall profitability. It will also save their reserves for the day in which they can be produced profitably. It removes the marginal production from the commodity marketplace, placing upward pressure on prices. And keeps the capital costs of their reserves lower, as a result of not having to add the losses on operations that otherwise would have occurred.

The user community is the critical resource that enables the business model of the oil and gas industry to be employed and deployed. If changes are required it will be able to implement them. This is what the industry needs for the 21st century. The capacity for change. Our Solution Part VIII

We have been highlighting the major points of difference between the Preliminary Specification and the status quo bureaucracy in a series entitled “Our Solution.” Today I want to have a look at the Partnership Accounting and Accounting Voucher modules Material Balance Report which is a critical process / document within the specification. The purpose of the Material Balance Report is to balance the production and flow of products within a Joint Operating Committee. It is also designed to balance the production of the industry by using the information within each Joint Operating Committee as the inputs for an overall industry wide balancing. By doing so, the information that is contained within each Joint Operating Committee will become unimpeachable in terms of its accuracy. This system balance, as we call it, will provide each producer with the understanding that their production is accounted for accurately.

There are many sub-processes that are derived from the information that is contained within the Material Balance Report. These include all of the production accounting, revenue and royalty accounting, nominations, marketing data, inventory and many others. Since we will have balanced the Joint Operating Committee with the “system balance” across the industry. We will have also balanced the production, inventory and sales volumes across the partnership with the “partnership balance.” And have balanced the material with the “material balance” that deals with the allocation of production of by-products back to the individual Joint Operating Committees. This will provide an integrity in the value of the information contained within the Material Balance Report. This integrity enables the next step of the module, automation of the follow on business processes.

First, everyone knows that these volumetric values are subject to what seem to be an endless stream of amendments. And there is little that can be done to change the number of amendments throughout the process. What we can do however, is automate the processes based on the volumetric values that are processed at any time. Understanding that at the ultimate end of the process the accuracy of the volumetric information will be there, all of the information that was processed up to that point in time can be automated. Therefore all of the processes that use volumetric information within the Joint Operating Committee, producer firm and the industry can be developed with the understanding that they are automated based on these assumptions.

What we will be doing is removing the work that people are currently doing that is best suited to being done by computers. Now everyone fears that computers will be taking over, and that fear has been proven false many times over in our history. The fact that so many man hours are consumed in the processes that are involved in the Material Balance Report. This time could be better used elsewhere which is part of the larger point that we are undertaking in People, Ideas & Objects. We are leaving the work that is best suited to computers, the storage and processing. And enabling the people to do the value added work that involves the leadership, issue resolution, decision making, creative, collaborative, research, idea creation, design, planning and thinking. In essence we are making the computers work for us as opposed to the current situation where we are working for the computers.

Automation of these key business processes will eliminate a large and difficult franchise of the bureaucracy. Those that are part of the bureaucracy will probably leave the industry through retirement or other means. Those that find this to be the appropriate direction to be taking in the industry will join People, Ideas & Objects user community and establish themselves as a future service provider in one of these many processes. Does anyone believe in this day and age that these processes should be managed in the manner that they are today? Is this how we move forward in this industry? We all know there is a better way. And the moment we are freed from this cumbersome and time consuming burden, then we can begin to develop the potential of what this industry can do.

Now that we have established our accounting methodology is different from the status quo. I want to reiterate the value proposition we have in providing the oil and gas producer with the most profitable means of oil and gas operations. Through the decentralized production model, and the accounting methods we have discussed here this past week. We are able to generate $5.7 trillion in additional profits over what the bureaucracy will provide in the next 25 years. By accounting for the capital costs of the industry in the price of the commodity we are returning the capital that was used by the industry. Providing a return on investment back to the investors. If the expectation is that the industry will be spending $40 trillion in the next 20 years. Then the investors, under our methodology, can look for a return of those funds as well. Providing, at a minimum, $45.7 trillion more than what the bureaucracy have traditionally provided. And as we all now know, bureaucracies can’t, won’t, will not, ever change. As we have seen in the past few days. The price of oil has shown some strength due to the possible decline in U.S. production. This is the elasticity of supply and demand at work in the pricing. This however won't stop the bureaucrats. Expect more of the same of what we have been seeing the past few years to happen in the future.

Like most people I’m happy with our value proposition. Reading this blog and the Preliminary Specification shows that it is a valid model that will work within the industry. The thing is there’s much, much more. The basis of the Preliminary Specifications research was on innovation. How can an industry that is based on the earth sciences and applied science of engineering become more innovative in its makeup? What we learned in the publication of our Preliminary Research Report was that innovation can be a defined and replicable process. Therefore, what would be required within the industry in order to enable those people with the innovations to come forward and enable them? The answers to this question have been captured and implemented in the Preliminary Specification.

Take as an example our Work Order system. There are two key aspects of the system and the first is a means in which to capture costs within the producers organization. Having the earth science and engineering resources accounting for their time and efforts on a daily basis. And in turn having these costs charged directly to the Joint Operating Committee to which they are working. These people are not overhead. The overhead of the producer has been shifted into the service providers. These are the people who are working in the projects that are Authorized for Expenditure. It will be to the various AFE’s that the majority of the earth scientists and engineers time is allocated to. In the Preliminary Specification there will no longer be a cost associated with being classified with operatorship as the earth science and engineering resources will be charged directly to the Joint Operating Committee.

The innovative aspect of the Work Order is its ability to work within the industry across producers and service industry participants. The ability to organize an ad-hoc group of companies to research or study some idea or innovation. These types of activities have occurred occasionally in all producers. They are however an accounting and bureaucratic disaster awaiting the individual with the innovative idea. These bureaucratic disasters are the constraint to these individuals and producers and the reason they are not undertaken more often. In an innovative, science based industry such as oil and gas. Where the demands of the consumer will become more difficult for the oil and gas industry to supply. The need for high volumes of these research and study groups to be undertaken will be necessary. Significantly higher volumes. Therefore we needed to create a system that would enable the innovator to organize the like minds from within the industry, raise the resources, both cash and other means, and deploy those in a manner that was less onerous than raising an AFE, or the current bureaucratic ad-hoc approach. One that employed a system where the commitments of each producer could be obtained and employed. The bills incurred and paid and the results of the research shared by those participants. And this will be done through a simple interface that eliminates the bureaucracy from this process. And doesn’t question the innovators integrity with questions from accounting each quarter.

Our Solution Part VI

Through People, Ideas & Objects the accounting that is carried out will change significantly when we implement the Preliminary Specification. With the decentralized production model enabling the price maker strategy for all oil and gas properties. Producers will be able to shut-in those properties that are unable to produce a profit in a low commodity price environment. And the determination of what the costs of that property will include is the capital costs on an accelerated amortization schedule. This will bring the costs per barrel much higher and into the territory of what it actually costs to produce. Requiring higher commodity prices for the producers to meet the criteria of producing any property.

At some point in every industry this transition has to be made. In the beginning the build out of the industry has to be undertaken by the investment community. Then when the assets of the industry mature, it is then time to earn the profits from what has been developed. Oil and gas is a mature industry. The bureaucrats continue to consider that it is other peoples money that they need in order to fund their operations. This is inconsistent with reality. The industry should be providing the investment community with a return on the invested capital, and an annual profit on those as well. Instead the bureaucrats let the assets sit on the balance sheets to eternity and never let the costs flow to the income statement. This subsidizes the consumers of oil and gas by paying for the capital costs of the industry. The prices of the commodities never adjust to the real costs of the industry.

Under this change to People, Ideas & Objects methodology the makeup of a producers balance sheet will ultimately change. From having a dominant position in terms of fixed assets, and negative cash positions. To having high values of liquid investments and much smaller amounts of fixed assets. They will be financially much healthier. They will be able to dividend out large portions of their earnings to the investment community. Pay down debt. And fund large portions of their own capital expenditure programs. All as a result of finally realizing the real cost of oil and gas exploration and production!

It will be the level of capital expenditures in the past three years that dictate the oil and gas prices. It will be these properties that carry the higher costs per barrel due to the large balances of capital they still have to amortize to each barrel of oil equivalent produced. If we are generally writing off all of the properties assets in the first three years of the life of the property. It will be these that have to meet the criteria of being produced or shut-in first in a low commodity price environment. Those properties that have exhausted their asset balances will be able to produce large profits no matter what the oil and gas price is in the marketplace. However, it will generally be the work done in the past three years that dictates what the actual costs of production are. And it will be that higher threshold that the oil and gas prices will have to reach to bring on the past three years production. In an industry that has the elasticity of supply and demand characteristics that the oil and gas commodities have, it will be the higher prices that the industry will need to realize in the People, Ideas & Objects accounting methodology and decentralized production model.

The SEC and public accounting firms detail the methods that capital assets are written down today. They define what the limit of reasonableness is in terms of what is Generally Acceptable Accounting Practices. Their position is to define the limit and ensure that the producer firm does not breach that limit. However, the bureaucracy are taking the limit as the standard in terms of what “should be” used as a method of depleting the capital assets. This, I believe, is unreasonable when it is taken to the extent that the bureaucrats have. Bloated balance sheets provide no value to anyone. It will be People, Ideas & Objects service providers, the sub-industry that we are creating to replace the bureaucrats, that will use a much more aggressive three year method of writing down all of the capital assets. That way prices will reflect the real cost of the commodity. Producers will be able to “make” the necessary prices to recover their costs through the decentralized production model. And the investors can freely invest in the oil and gas producer knowing that the money they invest will be returned to them with the bonus of an annual profit as well.

Our Solution Part V

Only People, Ideas & Objects provides the oil and gas producers with the most profitable means of oil and gas operations. That is our focus and our drive. As we have noted here many times, the bureaucracy have been too busy lining their own pockets to concern themselves with the interests of their shareholders or anyone else. The discussion we had yesterday should have been made many years ago, and been resolved at that time. Then, as is now, all that we hear are crickets. I find the level of self interest by the bureaucracy to be very questionable. It is People, Ideas & Objects who have researched and published the Preliminary Specification. A means to operate the industry in the 21st century based on the Joint Operating Committee. We have published the decentralized production model that provides the producers with the price maker strategy. And now our argument regarding bloated balance sheets proves the industry has been allowed to sink into a groupthink mentality of never fully accounting for the costs of their operations.

Our focus on profits is critical to a well functioning society. Without appropriately calculated profits the producers will not have the resources to develop the industry in the manner that is required. They will not be able to hire the people necessary to make the industry what it has to be. And it will not pay the taxes and royalties that help to fuel our governments needs. Continuing on in the manner that they are will not provide society with the energy that it needs to fulfill its opportunities. Will the United States be the first country to willingly reduce its energy consumption, and hence economic output, as a result of the industries inability to meet society's demands? Or course not, then who will? With the recent publication that the breakeven for energy production was now $72. That means each barrel of oil is being produced at a loss of $20 per barrel. And “breakeven” does not consider any of the invested capital that was used in the production of that barrel. It is therefore expected that investors will provide another $20 per barrel in further capital investment so that the bureaucracy can sit and do nothing regarding this issue. An industry that is well on its way to bankruptcy. Quickly.

Currently the business model is flawed, the bureaucracy is conflicted and incapable of changing this situation. We are therefore subject to the forces of creative destruction. However, how much damage would society realize during the downturn in capabilities of the existing industry? And can we afford to experience that pain without a “Fed” willing and capable of intervening with the ability to flood the market with deliverability? We should therefore carefully consider the situation we find ourselves in today and determine what the self-interested bureaucrats are doing. There is a risk.

But then again I am selling my book as they would say. And I am the one who will benefit greatly by raising our budget. Our budget would be a significant cost if the project were to fail or the bureaucracy miraculously transformed. So there is that risk too. I don't have to make the decision, I'm here to argue the facts. Taken in the context of the next 25 years of the oil and gas industry it would seem to me be a slam dunk of a decision. How the industry needs to operate will be based on the Internet and not on the innovations of the 19th century. How these changes are made is the question.
